Export Clearance Procedure

Goods to be exported whether they are dutiable or not must be presented at the authorized places during normal working hours or any authorized time before an export declaration what so called PEB is submitted.

1 - Time and Place of Loading of Goods

Loading of goods should be done at the authorized piers and places during normal working hours after PEB is submitted; nevertheless, for the reason deemed valid, Customs may grant other arrangements.

2 - Declarant

To export the goods, the exporter or the agent on his/her behalf, must submit PEB and he/she is responsible for the accuracy of the particulars given in the PEB and the completeness of its supporting documents such as, among others, invoice, packing list, and export license.

3 - Export Declaration

PEB together with its supporting documents has to be submitted to the Customs Service Office where PEB is registered and export goods are loaded (CSO). PEB has  to be registered,  its supporting documents have to be examined, and certain exported goods have to be physically inspected to get export approved by CSO.

PEB is not required for exporting certain goods such as: personal effects, goods for conveyor and crews stocks, border passers based on the bilateral agreement, goods and/or vehicles exported by way of ATA Carnet, Triptek, or CPD Carnet, and postal goods consigned via Declaration en Doune (CN.23).

4 - The payment of the export Tax

The payment of the export tax paid by cash through foreign exchange bank or CSO before or at the time PEB is registered.

5 - Release of Goods

After export is approved, the goods are loaded to conveyor. The conveyor has to submit outward manifest to CSO once it is leaving customs territory. After CSO official having reconciled between PEB and outward manifest and no offence is detected, the goods is released for export.
