Clearance of Passengers


Clearance for Passengers
 
Passengers including air/ship crew members entering Indonesian Customs Territory have to submit Customs Declarations provided by Customs Service Office in the port of entry or by Airlines. Our Customs entry point implements the dual channel system for passenger clearance, that is the "red channel" and the "green channel". Declarations to be submitted shall contain description of passenger’s good carried upon.

Within the meaning of passenger’s goods are :

  • Goods carried in a single journey; and
  • Goods or baggage arriving within 60 days before and  after the passenger’s arrival (un-accompanied baggage). It should be proved with passport, baggage claim tags and passanger’s ticket.

Passenger’s goods can be categorized into :

1 - Passenger’s goods which are exempted from customs duties and other import duties/taxes are as the following: 

  • Personal effects normally needed during their trip or purchased abroad such as clothes, shoes, wrist-watch or 
  • bags at a value not exceeding FOB US$ 250.00 per passenger or a maximum FOB US $ 1.000,00 per family and US $ 50.00 per air/ship crew member;
  • Cigarettes not exceeding 200 rolls or 50 rolls of cigars or 100 grams of sliced tobacco, and alcoholic beverages not exceeding one litre per adult person;
  • Cameras, video cameras, radios or portable radio tape recorders, binoculars and sport equipment in reasonable amounts needed by foreign tourists during their stay in Indonesia.

Passengers which are carrying the above mentioned items may be cleared by Customs through the "greenchannel". In this channel, there will be no Customs inspection, however Customs may also select passengers based on random sampling check or risk indicators from this channel for examination.

2 - Passenger’s goods which are subject to customs duties and other import duties/taxes

  Goods shall be subject to Custom duties and other import duties/taxes if its value exceeds the amount as specified in the above. Passengers of this category shall follow the "red channel" for Customs clearance purposes. 

3 - Indonesian Currency 

  In order to maintain the stability of Rupiah bank notes and to supervise the circulation of money, the bringing Rupiah in or out of  the territory of the Republic of Indonesia is managed as follows:

  • Bringing out Indonesian Rupiahl  not more than Rp. 5,000,000 or bringing it in  not exceeding  Rp. 50,000,000 is free;
  • Bringing out Indonesian Rupiah more than Rp 5,000,000 or bringing it in exceeding Rp. 50,000,000 , one should declare it to Customs;
  • Bringing out Indonesian Rupiah more than Rp 10,000,000 or bringing it in exceeding Rp. 100,000,000, one should declare it to Customs and have the letter of    permission from the  Indonesian Central Bank;
  • Application for approval to carry Indonesian Rupiah out of or into Indonesian Territory should be forwarded to the Directorate of Foreign Affairs of the Indonesian Central Bank or to its branches. The application shall be forwarded at the latest of working days prior to the date of departure;
  • Those who carry Indonesian Rupiah exceeding the approved or declared amount as mentioned above shall be penalized with administrative fine of 10% of the excess amount the currency carried.

4 - Other goods

Without the prior approval of the authorized institutions, the following items are prohibited for importation into Indonesian Territory : narcotics, fire-arms/air-guns/spring guns, ammunition, light-signal pistols, explosive materials, transceivers, cordless telephones, color photocopy machines, pornographic goods/publications, printed matters using Chinese characters and Chinese medicines etc. Its also should be noted that audio or video materials recorded in any media should be censored by the appropriate authorities prior to being imported.


Household Effects
 
Household  effects mean goods owned by those who previously domiciled overseas, brought by the owners of the goods when they transfer into Indonesia.

The goods, within this meaning, must fulfill the following requirements: e.g. the goods are used  goods and after the importation, they will be still regarded  as household effect by the owner and those goods are not regarded as merchandised or prohibited goods. In this meaning, vehicle is notincluded. 

General sample of  household effects are: kitchen ware, books, piano, organ and other musical instruments, sports equipment’s, TV, Radio, Video/VCD/LD/ CD/DVD player, computer (PC), AC and other goods that  are properly belonged by a household. For those goods are granted import duty and other  related import taxes exemption.

The exemption is given to those  meeting the following requirements:

  1. Government employee/armed forces, due to their nature of works/duties, must transfer and stay  overseas together with their family. Their placement and withdrawal shall be proved with a notice issued by related Ministry/Institution;
  2. Government employee/armed forces members that granted scholarship in overseas, at least one year, whether together with their family or not. The designation shall be proved with a notice issued by related Ministry/Institution;
  3. Student or people studying overseas, at least one year, that  proved with a notice and list of goods or personal effects  legalized by the Indonesian Embassy or  Indonesian Consulate General Office where they  study;
  4. Indonesian workers working at the Overseas Indonesian Representative Office, at least one year continuously, based on working agreement with the Foreign Affairs Ministry. The designation shall be proved with a notice from the Republic of Indonesian Representative where they  work and a working agreement with the Foreign Affair Ministry;
  5. Indonesian Citizenship, due to their nature of works/duties,  must transfer and stay overseas continuously for at least one year. The designation shall be  proved with a notice and list of goods or personal effects  legalized by the Republic of Indonesian Representative in related country;
  6. Foreign citizenship, due to their nature of works/duties, must move to Indonesia together with their family after having stay permit from the Human Resource Ministry for at least six months. The designation shall be proved with a stay permit card and foreign worker permit at least for a year;
  7. Companies having liquidation notice of their companies overseas that transfer  their activities to Indonesia. That transfer shall be proved with a notice from Local Trade and Industry and legalized by Representative of the Republic of Indonesia  in related country.

To release the goods, the owner must submit the following documents: 

  1. Specific Customs Import Declaration what so called “PIBT” to Customs Service Office of Entry;
  2. List of Goods completed with the details of their value and description asked for import duty exemption;
  3. Photocopy of  his/her valid passport.
